Sounds like typical rendering difficulties for a chinese-made piano. This requires experienced tuning hammer technique and makes experienced tuners mutter unprintables occasionally. There is a book, "Different Strokes" on use of the tuning hammer to obtain solid tunings on pianos in different conditions which can give you an idea of what you need to change to get what you want--a solid tuning. An experienced technician will recognize if more then improved technique is needed and will have an arsenal of solutions to utilize if needed. I won't bother to allude to any because misapplied they can make things worse or introduce new problems.
