  Just FYI ... Wikipedia is not necessarily reliable. I've gotten to the point that I no longer use it unless first consulting other sources.

    from which it will be seen that it is an expression most of us will never have any need for.  As you say, it is all too often used by people who mean "to raise the question...", perhaps because it sounds clever.
