The Bluthner patent action is not a Viennese action, but it is an excellent action that restores very well.  Bluthners are highly regarded instruments among serious players.  

Replacing the action on an important make of piano such as this is apt to lessen its value, unless the current action is so decrepit that it cannot be restored to excellent playing condition.

It is possible to convert to a modern action, but the amount of money and effort it requires is not cost effective, IMO. There are many who prefer the nuances of the Viennese action, which is what I suspect you are referring to.
