The ones I have worked on were made by "Bell" from Canada. These designs were narrower than the normal UP. I also found one of these in about 1975. The back plate was just as you discribed, no action and the tuning aparently done by chipping. This piano was found in an old store that went out of business. There was not cabinet and no action. I dragged the thing to my shop and tried to figure it out. I eventually took it apart and junked it. The name of this double plate piano was Ithaca. I believe the back plate was reversed, the bass at the right and treble at the left.
