I think the reference is to having tuned duplexes on the hitch pin side as well as the tuning pin side. Having a tuned duplex on the tuning pin side seems like a poor idea. This is a pretty standard set up. I usually replace these with a single continuous counterbearing bars and shove them up as close to the capo bar as possible.
