Hi Ed
  Dennis tears out  these (Pop-cycle sticks) out on every Steinway or we rebelly and installs a more substantial belly brace. I'll ask him to confirm what it is when he gets in today. Not that you will but, I don't think you would notice one iota of difference in sound if it was just cut off. JMO

For those of you who regularly tear soundboards out of Steinway D's....
   What is the attachment for the connecting tone bar that runs from the first strut to the back side of the bellyrail?  Is it a screw or a dowel going into the strut?   I have a loose bar on one here, (# 514315), and don't want to ruin it by 
trying to loosen it enough for a good gluing.
