Well I've done it sometimes John. Occasionally the design on an old overdamper piano is such that the celeste felt is sufficiently down out of the way (with sufficient upward travel when the pedal is engaged) to permit use of the Papps wedge without removing the rail and felt. I certainly balk at the thought of trying to tune an overdamper piano with the damper rail and dampers removed!
