OK, I calibrate A4 at the first site as close to zero as I can on my VT-100.
Which the offset displays at: -3.6

Against my old Degan, thin aluminium fork the VT reads A4 ~ -.6

On the second site, the VT reads A4:  ~ +1.8

As Robert Scott has stated it depends on your sound card's
ability to replicate the tone.

So what I see is left here is a problem with the source.
