 I just read the post that stated the problem was on the bench also. And I was so sure I had the correct answer !

  Forget my last guess.
   I think it's the sostenuto tabs engaging the rod on the way up . On a hard blow they power through. On a light blow they drag and the resistance is felt at the key.

    As the key is depressed slowly—pianissimo—for the first millimeter or so the key and hammer move smoothly. Then something starts binding, it feels like something in the action is dragging, holding the key and action back.
