Another hint: this was a problem that could only exist with this combination of wippens and hammershanks. I've worked on these actions with identical wippens and with original-or exact replacement-hammershanks in the past and the actions have worked just fine. I'll explain tomorrow. Sadly my digital camera was out of town-in Barb's car-during the time I was working on this action so I don't have any pictures.
