A lock nut is also called a jam nut. When it's tightened (washer or not) 
against the cap on a pedal rod, the cap is jammed up against the threads 
in the rod, and the lock nut is jammed down. The resulting forced 
friction between the threads keeps them from turning on the rod. If they 
turn, they *aren't tight*. If there is a leather washer, lose that and 
use either nothing, or a lock washer of some sort. No thread locker is 
required. Just tighten the darned things with real tools, WELL past 
finger tight.
