Does she want to learn to tune a piano, or learn how to watch a dial go round and round until it stops? If it's the latter, find a used SAT for cheap. If its the former, forget about an ETD, and have her buy a hammer, a few mutes, and teach her a few basics, of tuning starting with unisons.
