Israel Stein recently posted to PTG-L that there will be a vote, and I quote: "A Council update has just been distributed to all delegates, containing (among mostly procedural information) the following notice: "Please be sure to discuss the Bylaws proposals with your chapter prior to arriving so that you come prepared to vote. There will also be a question put before Council regarding the futures of the Mailman software as well as the forum software." So how can it also be true that there is no proposal on the agenda? Perhaps we are playing with strict definitions, where having plans to put a question before the Council is not, strictly speaking, to have a Proposal on the Agenda. I hope that's not what this is about. I think it would be in the best interest of the organization for Chapter delegates to be given a copy of the specific proposal so that they can discuss it with their chapters and arrive at Council prepared to vote.
