Joe,
I have no reason to suggest you are not correct when you say that the tool in question fits on agraffes in some (not all) Victorian Era pianos.

However,  I think it is safe to say that this modern tool was conceived, designed and produced for use on pianos that are built nowadays, and not for pianos built over 150 years ago, few of which survive today. <G back atcha>
