Terry, I think the PTA in question is the (British) Piano Tuners Association.  They hold conventions similar to the PTG, if somewhat smaller.

The secondary spring in the upright action is a repetition spring which allows for a very fast repetition.  The same system was used in some North American brands such as Bell (Guelph)

....And what do those springs do? Simply add more spring in the same manner as the more common coil jack spring?
