I made my own. There is a great publishing program available at www.postersoftware.com. You can download a trial copy for free. It costs 19.95. I used it to draw my own bills ( 2 to a page) then took it to my local copy shop and had it printed on carbonless paper. They work great and are very professional looking. You can use almost any drawing program to make the master. But the program I mentioned is a great one. I would think that print shop would also do it.
