Try increasing the dip and watching the jack action to see that it clears freely on return. Oh, that reminds me:  Add jack friction, missing or broken (not always obvious) or out of position jack springs, weak jack springs, warped jacks, bent pins in jack flanges, jack flanges unglued, foreign object like a pencil fallen down amongst your stickers or under the keys, or Coca-Cola spilled into the treble action. Some of those, of course, are not likely to have occurred across 20 hammers, or whatever, so I'd start with problems that would affect the whole section, like alignment, rail problems, weak old hammer return springs. Always look for foreign objects in drop actions, you can usually find something.
