If in a hurry, you don't even need to cut off the screw head, just drill a hole in one of the pieces of dowel and screw that baby in there using the screw head for the "other" end (if that's the "other" end, what does one call the "other" "other" end??).  I find it easier to adjust with two dowel ends.
