They were not as bad as the spinets made in the 50's and 60's, but ever since pianos were manufactured en mass, there were basically three levels of pianos: Top of the line, used by concert halls and professionals, mid level, used by schools, average players and teachers, And the "leader brands", the cheap stuff to lure customers into the show rooms. These were sold to parents to get their child started on lessons. These pianos were made by small companies, or even the major ones,  and were barely strong enough to last a few years.
