As for the economic implications, the idea that damage can improve the economy is called "the broken window fallacy." The idea behind that name is that while money gets spent on a broken window, it would have been spent on other, often more productive things if the window had not been broken. Sort of a "robbing Peter to pay Paul" kind of reasoning.
