While applicants were (are?) vetted by the local chapter as to whether
they can join the chapter (ours used to), just being a member doesn't say
anything about their skill levels. The only way the Guild can say whether
a tech has minimum skill levels is for its members to be tested. That was
one of the reasons that advertising membership in it was only open to
registered techs before they changed the rules. <br>

And from what I understand the Guild takes anybody with the money to join
regardless of what the chapter thinks. Maybe someone could clarify
that.<br>
