It's a way to try and = keep people from voting twice, without causing them to not be able to vote at = all. Historically, almost half of the provisional ballots turn out to = legitimately be bogus attempts for people who aren't registered to vote, to vote. In other words, if the one with the most votes has 500 more votes = than the other guy, and there are only 300 provisional ballots, common sense = tells you that you aren't going to find enough votes for the loser among 300 = ballots to come up with more than 500 votes.
