Taking the old strings off and putting new ones on certainly will not make = tapered pins loose - that's the "beauty" of them. Trouble is they may not look that = good with new strings - so why not burnish them, once the old strings are off, = using the trusty coil burnisher. Even if they get a bit too much on the loose = side you could bush the holes using fine-grit strips of sand-paper = (inside out) in the pin block.
