If the next door damper does the job, then it has to the material, the angle, the weight, etc., of the damper you're having trouble with. Now, see if the troubled damper will work on the neighbor's string. If it works, leave it. If it is still not dampening, then you''ve got a string related problem, like Newton was describing.
