I = would immediately suspect inertia as a problem, high key leading and/or heavy = hammers, or low upweight, or it might actually BE heavy. Friction from a rise in = humidity could also be a problem. Understanding that someone learning has been = regulating the piano it could be something as simple as backchecks too close. A few = minutes with some key weights checking friction and action ratio would probably = yield some clues.
