This is why the hammer rest rail covering is made firm (with a c.1mm felt cover) so as to not interfere with the jack/notch relationship - as per upright action. Hammers at rest above the rail, would surely be resting on the jacks - not ideal!  The 'L' shaped spring is designed to facilitate hammer drop. After hammer filing, re-furbish the hammer rest rail so that blow is correct - then regulate jacks up to the notch, but not pushing on it - as per upright action. ' I hope you'll agree that you'd need Uri Gella's help to regulate those 'one legged spiders legs' to a perfect hammer line!!! As has already been mentioned bass hammers would be perilously close to the underside of the plank if they were above the rest rail.
