Horn troubles...or not?

With all due respect for the advice of my esteemed colleague Ron Torella...
I think you should close the gap to zero before adding the string tension,
whether you adjust the bolt, or add a steel shim, or a combination. I don't
think there's any danger of breaking the plate in doing so. However, I think
there is some danger of breaking the plate if you allow it to flex enough to
close that 3/16-inch gap through string tension. Yes, the plate will move
that much and close the gap. It may even __flex__ enough to do so before
breaking, but maybe not! Conventional design does not call for the plate to
be 'sprung' into its final shape.

I can turn out the bolt to meet the horn, but should I? Visions of cracked
plate abound in brain. On the other hand, does the plate flex THAT much?
Would turning that bolt out CAUSE the plate to break under tension?
