Lance, Two years ago I was in a similar situation with 8 or 10 practice pianos Steinway Bs, Baldwin Ls, and a Yamaha C3. Restringing the capo sections helped but didn't solve the problem. Replacing hammers seems to be the ticket. From your description of the piano I think it's time to evaluate the whole system as Newton and Avery have pointed out.
