Chris Robinson may be of help here (via Renner USA). He is very knowledgeable about Steinway action geometry and their various "ahem" modifications throughout history. With regard to diagnosing wippen rail placement (in this case; contracted spread), he suggested "proving" correct placement by using a cardboard balance-rail punching between rail and flange. So simple, but something that certainly had never occured to me.
