The cart I use is not necessarily a portable one, although I guess you  could 
put it in the back of a van, but I use it around school. 
 
It is a Heavy Duty Flat Shelf Service Cart made by Rubbermaid. It has a  flat 
top, a handle, with a tray for holding tools, etc., and two shelves.  The 
shelves I use to carry additional and bigger tools, vacuum, etc. To  top measures 
26" x 36". It holds an action, although it does stick out  over the end. It 
isn't flat enough to do an action regulation, (which  I do in the piano 
anyway), but you can file hammers, tighten screws, adjust  rep springs, etc. 
 
I got mine from Grainger. Rubbermaid part number 4525, Grainger stock  number 
5M719, for $135.59. The middle shelve is Rubbermaid Part # 4595, Grainger  
stock number 5M723, for $49.06.
