It says "must not". A website is a public area. I also don't think authorship of the bylaw confers further standing to change the meaning. You may think I am being too hardnosed, but only Council can agree (or disagree) to an interpretation of the bylaw to allow the exception; that is to keep individuals from doing so. 56 miles an hour in a 55 mile/hour zone is still breaking the law.
