My answer to the school board would be:

"Consider the Source."

It seems rather obvious that the Steinway dealer has something to gain
by convincing the school to replace rather than rebuild.

Of course, the technician's estimate of the final value could also be
questioned on the same grounds, but of course that can be verified by
checking the selling prices of rebuilt Steinway pianos without "Genuine"
parts.
