I understand Jeff.   Difficulties abound to be sure.  But as you say... 
it is, at least in some very real senses, the right thing to do.  And 
then there is that bit about <<where there is a will there is a way>>  I 
think that perhaps the problem of dues you rightly point out may be 
something that can be dealt with satisfactorily.  I'm by nature a 
positivist when it comes to believing a thing can be done.  People over 
here tell me that's the American in me.  I suppose you all should be 
complimented by that Norwegian view of the American soul.  Its in the 
nature of Americans to have a <<can do>> attitude...  so... well I think 
at least this is worth a good solid look.  If its doable.... then the 
benefits would be potentially quite wide in scope.

Just think of the kind of hookup between Steinway Academy training and a 
CAUT head technician certification might have.  It would be a natural 
way of opening channels for improvements in relationships between techs 
and the company, allow for Steinway to economically defend expanding 
their schooling efforts, give more techs more insights into some of the 
problems the company faces in dealing with problems field techs deal 
with.... and in reverse open channels for field techs to contribute 
positively to Steinways development... and exploit the weight the 
Steinway name has in marketing the CAUT certification.... and all this 
is just spin offs.

Ok... one can easily call me a dreamer .... but in the famous words 
of.... "I'm not the only one"
