Try John Schadler, 866 842-4266, of APSCO, he apparently kept the screw part, when he sold to Schaff. 
You might be wrong on the size 13, as I don't see it listed in the old APSCO catalogue

Subject: [CAUT] new M & H plate screws? 

The plate screws on a 1926 M & H I’m reassembling are starting to get a little tired. The pin-block screws are #13’s and the rim screws are #16’s, neither of which seem to be available through Pianotek or Schaff. 
  
Anyone have a lead on replacement screws of this size? 
  
Meanwhile, I’ve left a message for Mark Burgett asking if they can supply these.
