Yes, those are the termination bars.

What they do is make noise. How they do it is by the resulting 
duplex segment being too long.

There are two duplex lengths. The idea as I understand it is 
to not have the front duplex tuned to the speaking length, so 
they wouldn't make noise. They're easy enough to quiet with a 
restring, with the addition of a bass half round that shortens 
the duplex.
