ED, I'm not very good with riddles; but, if I was having a repetition problem with an action such as you describe, one of the first things I would want to do would be to address the loose pinning. If the springs seem strong with loose hammershank pinning, then they might appear weak after the pinning is returned to spec. Also, I like a tighter fit on the repetition levers.
