New action-parts problem

The only thing I can think of that is not covered in your check list that
will cause this to happen is too much space between the shanks and the rest
cushion. I have seen this on several D's, and if that is the case here, you
need to raise the height of the back side of the action brackets. This
process will not change the geometry of your capstan/heel alignment either.
Glue the proper amount of thick balance punchings around the action screw
holes.
