For what? By any chance, was it a penalty for not making quarterly estimated
tax payments? You are supposed to send quarterly payments towards your tax if
you are self-employed.

In any case, some notices [bills] are mistakes, and maybe you should get some
professional advice. I'm keeping up my credentials in this field for the time
being, and I don't mind answering the occasional question, but you are
probably better off dealing with someone in your area. There is a toll-free
number for referrals to EAs (Enrolled Agents, tax specialists, which I still
