pre stretched strings

Wasn't this to address the fact the wire was in coils and still held
the coil shape when used for restringing? The coil causes a twist in
the wire when inserting it into the second tuning pin, and some
restringers considered this.  Do you know what tension it was put to?
and was it really to pre-stretch, so that the wire would not need so
much tuning after restringing?   Did they do this for bass strings? I
wonder if Sheldon pre stretches his wire.
