The question is, is there more volume to be hnd?

Use a guitar pick and pluck the strings in the area of concern  If you get
more volume using this means, it is there to be gotten out.  If you get
about the same volume and tone as from a hammer blow then it is not there in
the first place.  You would be fighting age, design and construction.

If it is there look to the following:
        Strings have been all lifted, leveled and seated
        Hammers are well filed and mated to the strings
        Hammers located for best sound
        Try a few other hammers to find a difference.
        Try one needle stitch 1/3 fron edge of white felt to strike point
directly under strike point.  You may have to use a drill or drill press.
        Voice, voice, voice and voice with attention to the above.

If by this time you have not gotten the plucked sound from the hammers then
there is little more I can suggest.  This should get the best the piano has
to offer.
