Grand damper springs.

I  would appreciate it if someone would answer the following question.

While replacing the damper felts in an older Steinway A, I see that someone
has removed all
of the damper springs.  Replacing the springs is easy,  but when adjusting
them how is the tension measured and what would be the correct value(s)?

Is it possible to do any damper spring adjusting after the dampers are
installed?
It says nothing about this in the S&S Technical Service Manual.
