Dave,Yes, it is an instrument (meter) capable of measuring the torque
produced by a rotating engine (dynamo) - thus, a dynamo-meter.  When
torque at a specific RPM is known, horsepower may be calculated.  Used
for setting up all types of rotary shaft engines and motors (i.e.,
internal combustion, electric, steam turbine, etc.)

How would one use this instrument in piano regulation?  Maybe we could
use one in setting up a tone wheel organ like a B-3 . . . .
