A scalpel.   These are readily available from rural vetenary stores. 
Cheep too.   Also Stainless Steel single edge razor blades.  Stainless
Steel name brand mind you. 

They are so sharp the felt doesn't have a chance to "squirm"  The scalpels
especially.
