Yes, give him "weird" tuning and the actual dynamic and tempo markings written
on the score will indeed be the reponsibility of the pianist to follow.  Give
him a "normal" tuning and he'll have to play louder and faster to make it
sound better, maybe also have a couple of drinks, as Les Smith suggests.
