Why do think so many tuners can't tune ET? Poor technique, poor procedure, lack of awareness of the how the temperament is defined? I've seen tuners finish a temperament procedure and not run chromatic intervals. You've considered, no doubt, that most tuners are working in an environment where most piano users can't tell the difference. The important question may be: Are the technicians tuning for discriminating players able to achieve ET? I'll bet most of them are. If they can't, then most of them will not be able to keep the client, unless they're the only game in town. I just signed on to this list so forgive me if I've missed something, but what is 'Reverse Well'?
