HI Paul, Go ahead lower the action nose bolts, however it is important that the action bolts be tight to the bottom of the action holes, if not the loss motion will vary every time you remove the action. It is also easier if you use a socket driver, and it prevents you from cross threading the bolts. The problem occurs because the operator gets overly energetic in snugging up the nose bolts, the nose bolts are tightened to secure the brackets firmly to the upper action bolts. Hope this helps.
