HI Brian,

I would simply duct tape a hammer shank at the height that you want the pin 
to be at.  Then pound those suckers in till the shank reaches the plate at a 
uniform depth.  I have seen fancy devices that have been milled to have a 
metal rod that dangles down and when it touches the plate it gives a little 
thru a sliding mechanism.  The shank idea works well unless you go past level 
and drive the shank up the punch.  Be careful, and the cheap way may work for 
you.  Keep checking to see that the shank is still at the height that you 
started with.
