In that case, tighten the screws. If it doesn't draw it up I don't think much
can be done. Tuning pin bushings may be restricting it at this point.
I would be more concerned with the fitting of the block to the flange which
is probably bad if the plate is not tight along the back/top of the block and
can't be accessed without removing the plate.  On a grand, it is accessible
from the action cavity.

However, you could always install carriage bolts in place of the plate screws
on the console to beef it up, being careful not to strain the plate (crack) if
the
fit is that poor.

On a console of that low quality it may not be worth the effort.
