No.  Cents are used in a comparative manner.  
-If you want something to be 440 Hz, and it _is_, then there is 0¢ deviation.
-If you want it to be 440Hz and it is 441Hz, then it is +4¢. (approx)
-if you want it to be 440Hz and it is 439Hz, then it is -4¢(approx), with
respec to the standard to which you wish to conform.

Well, I maintain a virginal here with a Meantone temp at 419Hz, so 100¢
flat to you would be right about on for it. 

150¢ flat would mean it's January.
