There were about 5 double unisons in the tenor section so this was over 

inherent over the break.


What gives?  Different string manufacturer?

   I would suggest that the bass strings were not settled when the factory 
sent the piano out, and their hitch pin coils still contained a lot of 
"slack" in comparison to the plain wire.  
    try the following. 
 After a piano has been strung and tuned for a year,  take a pair of pliars 
and grasp the tight part of a bass string hitch pin coil.  Lightly wiggle or 
twist it back and forth,then check the pitch.  It is not uncommon to see a 15 
cent drop in the bass strings, even after a year of being near pitch.
